Cold-drawn C45 steel, 12.5 mm bore, 24 mm outside, 4 mm thick: a genuine MAN washer. The harder grade does by material what the 300 HV hardened flat washers do by heat treatment — it resists being indented by a loaded fastener head, and so holds the preload the joint was given.
